For a plugin author: yes. For you as an end-user: no.
The plan for multi-library support in LMS 7.9 was to provide the
infrastructure for a plugin author to provide library views. It wasn't
to provide the full feature, in particular there's no real UI to define
libraries.
Alas, there's limited support to define libraries in the Advanced Search
feature in the web UI. You can search by bitrate, sample rate etc. and
save results as library definitions.
