LMS 8.2.1 Not seeing a way to make a MusicIP mix

I've just installed LMS 8.2.1, MusicIP 1.9 already installed (not clear if it was working previously on 7.x)
I have LMS set (in MusicIP plugin settings) to "only read mixable status from MusicIP (faster)".

The scan seemed to go fine (this is from the "Information" page, blank lines trimmed out.
The scan seemed to go fine (both MusicIP and LMS 'see' the music files as the same SMB share

When I look at the server log. The lines including MusicIP:

On the PC running both LMS and MusicIP, I can open a browser, go to http://localhost:10002/api/version. I get a page with just the line "MusicIP Mixer. Version 1.9", which suggests that there isn't a firewall issue. I've looked at Windows Defender Firewall, and MusicIP (10002) is open

I've double-checked that MusicIP Integration is on (checked box) on the LMS Settings page.
I've restarted LMS
When I run netstat -an in a command window with admin privs, I get (among other ports).
TCP 127.0.0.1:10002 127.0.0.1:58785 TIME_WAIT
TCP 127.0.0.1:10002 127.0.0.1:58786 TIME_WAIT

Restarting the PC does not reset these to LISTENING

So... what do I check next? What painfully obvious thing have I missed?
I've run cleanup, cleared prefs and DBs, started a "look for new and changed files" scan, will know how that went tomorrow.
