Windows 8.1 Few Problems

Hi All:

I just installed LMS 7.7.3 on a machine with Windows 8.1 pro. Two problems:

1) How do I get LMS to load at Windows startup, it seems to load once I enter the desktop on my account.
2) When I try to bring up the web interface under the advanced tab in the LMS control panel the page will not display. It did the first time but once I closed it will not open again. I am using http://127.0.0.1:9000/ as an address. I uninstalled the LMS and reinstalled with the same results, I could enter once and then the browser will not connect.
