Check your LMS computer's network settings. Try to restart LMS without
rebooting the computer. The error message says that LMS can't access the
server. This can be due to some configuration issues.

And make sure you run the latest nightly build of your LMS branch. I've
added some change to better behave in case of DNS issues, but this has
not been released yet.
