LMS Win 7 - works on clean install; does not work upon reboot

Hello! Hoping someone can help me with a frustrating problem:

I am trying to run LMS 7.7.3 on a Win 7 machine to control my Squeezebox Duet. Heres what I am doing:

Complete uninstall including deleting all files/folders with 'squeeze' in windows exlorer
Clean install (works fine, no errors)
Launch LMS (works fine, only error I get from diagnostics at this point in mysqueezebox.com port 3483 failed but everything seems to work fine with LMS)

At this point everything is working fine (except above error as mentioned)

Then, I set the server to not start on its own and reboot the machine.

This is where it falls apart. I let the machine reboot, login, allow our internet content filtering software to launch and then launch LMS from the desktop shortcut.
At this point LMS diagnostics reports that the server is running but all ports fail.
FYI, my firewall is temp disabled as well.
